(1) The department will make loans only to community water systems and nonprofit noncommunity water systems for eligible projects included in the intended use plan according to priorities established therein and adopted in compliance with 75-6-231, MCA, and department of environmental quality rules regarding the intended use plan and only for projects that qualify under the act and the federal act.
