(1) The attorney general of the state of Montana has developed model organization and procedural rules, recommended to the departments. These model rules are stated in their entirety under chapter 3 of this title.

(2) When a department adopts the model rules, this must be included in its procedural rules. The department must note and explain any variation it makes to a model rule.
