(1) The association's expenses may include the expenses of contracting by bid for management services and may include establishing reserve operating expenses not to exceed the total operating expenses incurred in the previous year. During the first full fiscal year of its operations under these rules, the association may dedicate all stamping fees collected in excess of its actual operating expenses to establishing reserve operating expenses.
