(1) The board screening panel shall consist of at least four board members, three of whom shall be the licensed veterinarian board members who have served on the board the longest, and one of whom shall be the public member of the board.  The chairman may reappoint screening panel members, or replace screening panel members as necessary at the chairman's discretion.
