(1) The food distribution program will operate on the following Indian reservations at their option:

(a) Blackfeet;

(b) Salish-Kootenai;

(c) Northern Cheyenne;

(d) Crow;

(e) Rocky Boy; and

(f) Fort Belknap.

(2) There is issuance of both food stamps and commodities to the above-named Indian reservations except the Fort Peck Indian reservation.
