(1) Resource limitations for participation in the program are:

(a) $1000.00 for single person households; and

(b) $1500.00 for two or more person households.

(2) Cash reserves consist of cash on hand or on deposit, stocks, bonds, or other similar assets that can be liquidated without loss.
