(1) Notice shall be given to the Water Pollution Control Advisory Council not less than 30 days prior to first publication of notice to comment on the proposed action.

(2) Notice shall be mailed directly to any person or persons the department believes may be affected by the proposed action.

(3) Notice of the hearing specifying the rule or rules proposed to be made, revoked or modified shall be published at least once a week for three consecutive weeks in a daily newspaper of general circulation as well as in a daily newspaper in the state capital.
