(1) The board hereby adopts and incorporates by reference the public participation rules of the department except that information relating to proprietary matters which will be held in confidence as specified in other sections of these rules.   A copy of the department's rules regarding citizen participation may be obtained from the Montana Department of Commerce, 1424 Ninth Avenue, Helena, Montana 59620.
