(1) The committee must render a written recommendation suggesting that the board affirm the council's decision, reverse the council's decision, or remand to the hearing examiner for additional findings.

(2) A copy of the committee's recommendation shall be delivered or mailed to each party, as well as the executive director, who will then provide a copy of the recommendation to each noncommittee board member.
