(1) In addition to the provisions stated in ARM 42.12.122, which pertain to every type of alcoholic beverage license, with regard to an all-beverages license, a party applying for either a new license, transfer of ownership of an existing license, transfer of location of an existing license, or approval of an alteration to the premises:

(a) must offer beer, wine, and distilled spirits by the drink; and

(b) may sell alcoholic beverages for off-premises consumption only in their original packages, an individual serving, or beer in refillable growlers.
