(1) Meetings of the Unemployment Insurance Appeals Board, referee's hearings, advisory council meetings, and other meetings involving a significant public interest shall at all times be open to the public.� The following will be deemed of significant public interest to require notice and the availability of a means for public participation in the decision making process of meetings within the division:
(a) The adoption, amendment, or repeal of any regulation, standard, or statement of general applicability that implements, interprets, or prescribes law or policy or describes the organization, procedures or practice requirements of the division; and
(b) Where the one is of significant public interest or has a significant public impact on previously established standards.��
