(1) Each of the 23 local state employment offices shall keep on hand an adequate supply of forms readily available to all members of the public.  Such self-addressed forms may be mailed postage free to the administrator and shall invite questions, suggestions and comments on the services provided by the local office.  Such forms shall receive the prompt and personal attention of the administrator.
