(1) Robert's Rules of Order shall pertain at all meetings of the board in the conduct of its affairs, except when the board is engaged in hearings as hereinafter provided.

(2) Special sessions shall be held at any time or any place within the state as the board may order.

(3) Sessions for receiving, considering and acting upon petitions, applications or other communications, and also for considering and acting upon any business of the board, other than such as has been ordered for hearing, shall be held at its offices in the city of Helena, Montana, or as the board shall order.
