(1) Equipment and utensils used in a licensed establishment or facility may not be used outside the licensed establishment or facility except under such conditions as may be prescribed or approved by the department. Equipment used in the preparation of any article (including, but not limited to animal food) from inedible material may not be used outside the inedible products department except under such conditions as may be prescribed by the department.
