In the matter of the adoption of New Rules I through IX, the amendment of ARM 10.55.1801, and the repeal of ARM Title 10, chapter 54, subchapters 65 and 66 pertaining to library media content standards | ) ) ) ) ) ) | NOTICE OF ADOPTION, AMENDMENT, AND REPEAL |
TO: All Concerned Persons
1. On August 7, 2020, the Board of Public Education published MAR Notice No. 10-55-136 pertaining to the public hearing on the proposed adoption, amendment, and repeal of the above-stated rules at page 1428 of the 2020 Montana Administrative Register, Issue Number 15.
2. The board has adopted the following new rules as proposed:

NEW RULE II ARM 10.53.1202 CONTENT STANDARDS FOR LIBRARY MEDIA AND INFORMATION LITERACY FOR KINDERGARTEN
NEW RULE III ARM 10.53.1203 CONTENT STANDARDS FOR LIBRARY MEDIA AND INFORMATION LITERACY FOR FIRST GRADE
NEW RULE IV ARM 10.53.1204 CONTENT STANDARDS FOR LIBRARY MEDIA AND INFORMATION LITERACY FOR SECOND GRADE
NEW RULE V ARM 10.53.1205 CONTENT STANDARDS FOR LIBRARY MEDIA AND INFORMATION LITERACY FOR THIRD GRADE
NEW RULE VI ARM 10.53.1206 CONTENT STANDARDS FOR LIBRARY MEDIA AND INFORMATION LITERACY FOR FOURTH GRADE

NEW RULE IX ARM 10.53.1209 CONTENT STANDARDS FOR LIBRARY MEDIA AND INFORMATION LITERACY FOR NINTH THROUGH TWELFTH GRADE
3. The board has amended ARM 10.55.1801 as proposed.
4. The board has repealed ARM Title 10, chapter 54, subchapters 65 and 66 as proposed.
5. The department has thoroughly considered the comments and testimony received. A summary of the comments received and the department's responses are as follows:
COMMENT 1: Dr. Ann Ewbank, Montana State University-Bozeman, spoke as a proponent of the standards. Dr. Ewbank discussed her involvement on the negotiated rulemaking committee and in writing the standards. Dr. Ewbank noted that the standards incorporate the 2017 National Library Media and Literacy Standards as well as Indian Education for All, which is specific to Montana. Dr. Ewbank thanked the superintendent and everyone who worked to update the standards and asked for the board's approval of the newly revised standards.
RESPONSE 1: The board thanks Dr. Ewbank for her comments and for her work and involvement on the committee and in the writing of the new standards.
COMMENT 2: Ms. Amy Andreas, Browning Public Schools Librarian, provided written comment in support of the new standards and concurs with Dr. Ewbank's comments.
RESPONSE 2: The board thanks Ms. Andreas for her comments and support of the standards.
COMMENT 3: Mr. Gavin Woltjer, President of the Montana Library Association, provided written comments in support of the new standards noting all the hard work the committee put into writing the standards, and stating the standards provide "rigorous dedication to quality and future-ready school librarianship" and are aligned with the 2017 National Standards, setting the stage for years to come..
RESPONSE 3: The board thanks Mr. Woltjer for his support and for his dedication and work in helping write the standards.
6. The effective date of these rules is July 1, 2021.
